Penerapan Good University Governance pada Perguruan Tinggi di Kota Medan

Abstract

Abstract. This study aims to explain how to implement a good university governance in universities in the city of Medan. The research method used is explanatory research. While the type of research used is descriptive. The population in this study is universities, especially universities in the city of Medan, with a total of 14 universities. In this study data was collected through the distribution of questionnaires. The analysis technique used was descriptive analysis. The results of the study show that the application of good university governance in higher education in Medan City is in a good category, especially on the principle of accountability especially in the role of SPI or internal audit. But there are still principles of good university governance included in the fairly good category, namely on the principle of transparency, especially on the role of the academic senate that has not been able to control the rector and dean, while other principles are on the principle of fairness, especially on the appointment of employees and officials based on competency and track record and provision of incentives and disincentives are still not optima.

Abstrak. Penelitian ini bertujuan untuk menjelaskan bagaimana menerapkan tata kelola universitas yang baik di perguruan tinggi di Kota Medan. Metode penelitian yang digunakan adalah explanatory research. Sedangkan jenis penelitian yang digunakan adalah deskriptif. Populasi dalam penelitian ini adalah universitas, khususnya universitas di kota Medan, dengan total 14 universitas. Dalam penelitian ini data dikumpulkan melalui distribusi kuesioner. Teknik analisis yang digunakan adalah analisis deskriptif. Hasil penelitian menunjukkan bahwa penerapan tata kelola universitas yang baik dalam pendidikan tinggi di Kota Medan berada dalam kategori baik, terutama pada prinsip akuntabilitas, terutama dalam peran SPI atau audit internal. Namun, masih ada prinsip tata kelola universitas yang baik termasuk dalam kategori cukup baik, yaitu pada prinsip transparansi, terutama dalam peran senat akademik yang belum mampu mengendalikan kanselir dan dekan, sedangkan prinsip lain berada di prinsip keadilan, terutama dalam menunjuk karyawan dan pejabat berdasarkan kompetensi dan rekam jejak serta pemberian insentif dan disinsentif masih belum optimal.
